The model history of the M65 begins in the post-war period with the chief developer Toivo Pirttimäki, who had a decisive influence on Tikka rifles until the 1990s. Tikka continued to develop and build weapons based on the Russian Mosin-Nagant rifle until 1944. Tikka has been known for developing and manufacturing weapons since the company was founded in 1893, even though bolt-action rifles were only part of its activities.
